Before it became a golf course and residential neighbourhood, Northlands was home to the Blair Rifle Range—a military training ground named after Lieutenant Colonel R.M. Blair. Built during the Second World War, it also played a key role during the Great Depression, serving as a government-run Unemployment Relief Camp where out-of-work men laboured under harsh conditions to develop the land.
Local historian Donna Sacuta has uncovered the untold stories of the Blair Rifle Range, revealing how the hardships faced by these workers helped shape British Columbia’s social and political landscape. Though the rifle range is long gone, its legacy lives on in Northlands’ evolving identity—one rooted in resilience, transformation, and the balance between history and progress.
The decision to transform Northlands into a public golf course didn’t come without debate. Originally, the District of North Vancouver planned to develop the land into a new residential community, but locals rallied for a public green space instead.
By 1989, hundreds of Seymour residents had formed the North Shore Public Golf Course Society, lobbying for the creation of a course that would serve the community. Opponents argued that the DNV was walking away from millions in real estate profit, but supporters believed that a public course would offer long-term benefits. After years of debate and planning, Northlands Golf Course officially opened in 1996, forever shaping the neighbourhood’s identity as a place where leisure and nature coexist.
